Accelerated Development Framework Agreement

ACCELERATED DEVELOPMENT FRAMEWORK AGREEMENT (ADFA)

The ADFA is bilateral or multilateral agreement with the State as a perpetual legal entity, not with any particular government, administration, ministry, or official. The Foundation enters into the ADFA with the understanding that the State endures beyond elections, coups, revolutions, and constitutional reforms. The Foundation seeks to invests in nations.

Establishment

The Foundation may enter into an Accelerated Development Framework Agreement (ADFA) with any African state seeking to accelerate the implementation of Foundation projects within its jurisdiction. The ADFA is a bilateral partnership agreement, negotiated in good faith, reflecting the mutual interests of both parties.Neither party shall act to undermine the spirit or intent of this Agreement while negotiations are ongoing.

Duration

The ADFA shall have an initial term milestone ending with the completion of the 2045 Horizon.

Thereafter, the agreement shall automatically renew for successive twenty year horizons if agreed unless canceled, to be known as Horizon 2065, Horizon 2085, and so on, matching the Foundation's long-term planning cycles by future generations.

Either party may terminate only as per termination protocols . Termination shall not affect projects already funded or underway.

ADFA Framework

The Accelerated Development Framework Agreement (ADFA) is opened for signature by any African state from Day 1. The Foundation engages all states simultaneously. Signing is voluntary. Non-signatory states are not excluded from Foundation activities but receive standard processing timelines.

ADFA Project Execution

Once a state signs the ADFA, the Foundation and the state jointly identify priority projects based on national development goals, the Foundation's Four Pillars, and available funding.

The Foundation executes projects directly as per it’s execution framework with both international and African Private sectors.

Government Contributions

Under the ADFA, states may contribute land, regulatory facilitation, permits, data, or local labor . States do not contribute cash unless under Model A (State-Funded) or Model C (Co-Funded) as defined in Article XX.9.8.

The Foundation does not issue loans to states. All Foundation funding is structured as grants, challenge grants, co-investment, or output-based disbursements though country pots.

ADFA and the Comrade Hub

ADFA projects serve as massive employment grounds in millions for African people across the continent. Semi-skilled and skilled Comrades receive wages. Exchange program graduates serve as skilled workforce, supervisors and trainers on ADFA projects.

Contractors engaged on ADFA projects are required to hire certified Comrades for a minimum percentage of skilled positions.

The Foundation operates two parallel development tracks from Day 1.

Track A: ADFA and Flagships

  • Funded by Mission Fund & Bonds from foundation
  • State funded projects

Track B: Community-Led Projects (CDEs and Country Budgets)

  • Funded by country budget pots (Foundation allocation plus government contribution)

Track A builds continental infrastructure. Track B builds local communities. The Comrade Hub feeds both tracks simultaneously.
